As of 2023, India has around 16 operational Metro Systems across 15 cities of the nation while there are nearly 15 Metro Projects in the different developing phases of implementation. Here I would like to give you a piece of extra information that is relatable of course.
The Union Government of India announced that it would provide financial support for the construction of Metro Rail System in cities with more than 1 million population in August 2014 but later in March 2017, it was considered that the State Government should choose Metro Rail as the last option due to high cost of its construction while later it was also considered that the Union Government will not provide the financial assistance to the new Metro Project in Indian cities if no private partnership is involved.
The whole decision was taken by keeping the high cost of Metro Rail System construction in mind and it was a good decision as well. But due to this, the demand for the metro in some high-population cities of India could not be met, and hence, keeping in mind all the conditions of the government, the development of metro projects is still going on. and here I am presenting the list of under-construction metro projects in India below.

Navi Mumbai Metro Project
Navi Mumbai Metro Rail Project is one of the under-construction metro projects in India which is planned and implemented by the City and Industrial Development Corporation. The foundation stone of Navi Mumbai Metro Project was laid down on 1 May 2011 by the then Chief Minister Prithviraj Chavan and the construction work of its first phase was expected to be completed in June 2023 however it was delayed due to some legal and technical issues. Soon the Navi Mumbai Metro System will be operational.
Bhoj Metro Project
Bhoj Metro Project is an under-construction metro system in the Capital of Madhya Pradesh, Bhopal. A 28km line of Metro is under development phase in Bhopal Metro while on 3 October 2023, it also passed the final trial run flagged off by Chief Minister Shivraj Singh Chauhan. Bhopal Metro System is expected to be operational in 2024 and the construction work began back in 2018.
Indore Metro Project
Indore Metro Project is also one of the upcoming Metro Projects in India as the construction of its phase 1 is going on at a rapid velocity. The foundation of the Indore metro system was laid down in 2018 and it is expected to be completed its phase consists of a 33.53km corridor and will be operational in August 2024. The final trial run of Indore Metro also occurred on 30 September 2023, the city has organized a mega-public event for the trial run in order to celebrate the new achievement.
Meerut Metro Project
Meerut Metro Projects is one of the under-construction metro projects in India. Its Phase 1 includes the construction of lines 1 and 2 which is under construction as of now. The government has merged Line 1 into the Regional Rapid Transit System of Delhi-Meerut. The 35km long Meerut Metro Phase 1 is expected to be completed and fully operational by March 2025.
Agra Metro Project
Agra Metro is one of the under-construction metro projects in India. The construction for its first phases consisted of 29.65 kilometers lengthed 2 lines began in December 2020 when Prime Minister Narendra Modi inaugurated the civil construction of the project. The priority corridor of the Agra Metro project is expected to be operational in March 2024.
Patna Metro Project
Patna Metro is the upcoming Metro Project in India which was 5 phase project and is managed by Patna Metro Rail Corporation. The foundation of Patna Metro’s first phase was laid by PM Narendra Modi on 17 February 2019. It will be a 32.91 km length Metro Line which is expected to be operational in March 2025. It will be the first metro city in Bihar state.
Surat Metro Project
Surat Metro is also one of the currently ongoing Metro projects in India. Its foundation stone was laid by PM Narendra Modi on 18 January 2021 for the construction of phase 1 consisting of 2 lines of 40.35 kilometres. The responsibility for the implementation of the Surat Metro Project is Gujrat Metro Rail Corporation Limited and it is expected to be operational by December 2027.
